In a speech, U.S. Congressman Les AuCoin advocated for his bill, H.R. 12772, before the Subcommittee on Indian Affairs and Public Lands on June 20, 1978. Congressman AuCoin described H.R. 12772 as "A Bill to Facilitate the Exchange of Certain Lands in the State of Oregon." The bill eventually became law.
