A statement by U.S. Congressman Les AuCoin on the Gramm-Rudman Acts, government spending, and issues with the Oregon housing market. In his statement, Congressman AuCoin discussed how portions of the Gramm-Rudman Acts were found unconstitutional by the Supreme Court. The Gramm-Rudman Acts were the first laws to limit the spending of the federal budget. He also discussed the Federal Housing Administration loan program and how the president planned to limit eligibility.
